2. About the EASY WE Project
The initiative “EASY WE: Empowerment And Skills for Youth Employment
and Women’s Empowerment in Ethiopia” (AID 013244/11/9), co-financed by
Cooperazione Italiana (Italian Cooperation) through AICS-Agenzia
Italiana per la Cooperazione allo Sviluppo (Italian Agency for
Development Cooperation) under the 2023 Call for Proposals for
initiatives promoted by local authorities and Civil Society
Organizations (CSOs), is implemented by VIDES ODV – Volontariato
Internazionale Donna Educazione Sviluppo ODV in collaboration with
Salesian Sisters AES (local partner); CoPE, SIMURG, ISF MI.
The project is currently seeking a qualified and motivated Local
Administrator – Procurement and Finance to support the administrative,
procurement, and financial management of project activities in Ethiopia.
3. Main Responsibilities
- Support the daily administrative and financial management of the office by processing, registering, and tracking operational documents (invoices, receipts, payment requests, and internal authorizations) in the project filing and accounting system.
- Follow procurement and purchasing procedures in line with the donor (AICS) and project regulations, including preparing purchase requests and supporting documentation, requesting quotations from suppliers, comparing offers based on compliance and price criteria, ensuring all procurement steps are documented and properly approved before purchase.
- Prepare and organize procurement files for each transaction, ensuring each file includes at minimum: request form, quotations, evaluation notes (if applicable), purchase order/contract, invoice, proof delivery and payment proof.
- Ensure proper filing and compliance off all procurement documentation by maintaining a structured physical and digital archive, guaranteeing traceability and readiness for internal and external audits.
- Support budget follow-up and expense verification by recording expenses in the project budget tracking tool, reconciling expenditures with supporting documents (invoices, contracts, receipts), verifying budget availability before expenditures are processed.
- Maintain organized financial and administrative records, ensuring all documents are correctly coded by budget line, activity and donor requirement.
- Coordinate with suppliers, partners and project staff to ensure timely delivery of goods and services, follow-up of payments, and resolution of administrative or procurement issues.
- Assist in logistics and office organization, including planning and documentation of purchases, equipment inventory tracking, and support for operational needs of project activities.
- Support financial reporting by compiling and verifying supporting documents for expenditure reporting, assisting in the preparation of financial reports and ensuring consistency between accounting records.
- Support internal and external audits by preparing complete procurement and financial files, retrieving supporting documentation requested by auditors, and providing clarification on transactions when required.
4. Requirements
- Master’s degree, bachelor’s degree, or diploma in Administration, Accounting, Management, Human Resource Management, or a related field.
- At least 2 years of experience in administration, human resources, and financial administration.
- Proficiency in Microsoft Office (Excel, Word, Outlook).
- Strong organizational and interpersonal skills.
- Ability to work independently, manage multiple tasks, and collaborate effectively within a team.
- Good command of written and spoken English.
- Experience working with NGOs or donor-funder projects is an asset.
